Description
This photograph depicts a parade with citizens carrying four letters 百花齐放 (baihuaqifang) 'Let a hundred flowers bloom'. Non-party members were encouraged to criticise the party to help it improve. Initially, many people were too scared to do so for fear of reprisals, so grandiose parades such as this were designed to encourage people to express their opinions.
