Description
This is the official Communist Party directive on the establishment of communes. The report foregrounds the ideological motivations behind their establishment as well as economic. The report references increased productivity which was soon found out to be exaggerated. This illusion of abundant crops was a contributing factor to the ensuing great famine of 1959.
